Get rid of e-scooters and e-bikes and instead spend the money on public transport services that benefit many and not the few.

The problem seems to be that people are not making responsible use of the scooters. They are being left all over the place, standing or lying down, blocking pavements and roads. I would suggest finding a way to incentivise/force people not to abuse the scooters and make a mess of the public roads.
